Batavia's City Council unanimously approved an economic development agreement Monday that clears the way for a new Texas Roadhouse at 275 N. Randall Road.
The steakhouse chain plans to build a nearly 8,000-square-foot restaurant on a newly created lot in the Windpoint Retail Center, across the parking lot from Kohl's and the Pickled! pickleball facility.
Here's what to know:
How the sales tax rebate works: Once the restaurant opens, Texas Roadhouse will get back half of the 1% city sales tax it generates, paid annually for up to 10 years or until the total hits $230,000. The deal only applies to new money generated once the restaurant is open and selling steaks (no upfront cost to the city).
Where the money goes: The sales tax rebate money will help cover storm and sanitary sewer work, water main improvements, and a project to extend the public sidewalk along Randall Road (all paid for by Texas Roadhouse).
What Batavia gets: Texas Roadhouse says it expects to invest about $5 million in the site and create around 50 full-time jobs. The new building will also generate property tax revenue.
Why this location: City staff said the chain strongly prefers to own purpose-built buildings rather than lease or retrofit old ones. The former Denny's near Portillo's, for example, wasn't an option because its owner wants to build a car wash there.
As part of the agreement, Texas Roadhouse must be open by Dec. 31, 2028, to collect any rebate, and the project still needs site plan and design approvals from the city before construction can start.
