At Monday’s City Council meeting, St. Charles formally updated its local vehicle code to better spell out where bikes, e-bikes, and scooters can (and can’t) operate.
The changes bring city rules in line with Illinois state law and recommendations from Ride Illinois, aiming to clear up confusion as the use of bikes and scooters continues to grow in the city.
What changed?
Old code replaced: The city repealed and replaced its outdated “toy vehicle” ordinance with a modern set of rules covering bicycles, e-bikes, and scooters.
Scooter categories clarified: Entry-level scooters (top speed 10 mph) can use sidewalks, bike lanes, and side paths, but not roads. High-speed scooters (over 10 mph) are road-only.
E-bike rules aligned with state law: Class 1–3 e-bikes are allowed on bike lanes, side paths, and roads, but not sidewalks.
Downtown decals and QR codes coming: “Walk your wheels” pavement stickers will go up downtown, linking to a new city webpage explaining the rules.
Officials said the update isn’t about cracking down — it’s about clarity. By aligning local code with state standards and improving communication, the city hopes to reduce sidewalk conflicts, improve safety, and keep pace with changing transportation habits.
