A proposal for new row homes at the corner of First and Prairie streets has cleared its final hurdle after St. Charles officials narrowly approved it in a 5–4 vote.
Key things to know:
Project background: The site was once envisioned for ground-floor shops with housing above, but the developer said high costs made that plan unworkable. Instead, they plan four buildings with high-end residential units.
Tree preservation debate: The biggest sticking point was whether to remove mature trees along Prairie Street to install a new sewer line. Developers warned delays could threaten the project, but several officials resisted cutting down trees. In the end, the council approved the project with conditions like brick pavers on First Street, no tree grates, and replacement of any removed trees with the largest available nursery stock.
Lingering concerns: Some officials said they still worry about the four-story height, the long-term look of First Street without mature shade trees, and whether the $1.9 million units will find enough buyers.
With the vote, the River 504 project can move forward, though construction timing and streetscape details are yet to be finalized.
