A fresh look at the future of the former Pheasant Run Resort property is taking shape as St. Charles officials reviewed a concept plan for a roughly 34-acre commercial redevelopment along the East Main Street corridor.

The proposal outlines a mix of retail, restaurants, drive-throughs, and other service uses, with several elements generating debate and discussion at this early stage.

Here’s what you should know:

  • Two versions of the plan were submitted. Each one lays out 12–15 commercial lots, new access points from Main Street, Kautz Road, and Pheasant Run Drive, and a central road. Officials said pedestrian routes and landscaping will be essential given the corridor’s visibility.

  • Possible anchors include a gas station/truck stop or car dealership. Other possible uses listed in the developer’s application include restaurants with drive-throughs, retail, daycare, hotel, auto services, and more.

  • Early staff reviews flagged traffic concerns. Officials noted that drivers may cut through privately owned lots instead of using the intended roadway layout. A solid plan for traffic flow and safety will be necessary.

  • The developer requested $3.3 million in TIF assistance. The developer cited significant site preparation and infrastructure costs, and the meeting agenda indicated that the request is still under review.

The Plan Commission reviewed the concept on Tuesday, December 2, followed by the Planning and Development Committee on Monday, December 8.

The developer plans to incorporate feedback into a revised plan for further consideration.
