St. Charles eyes housing repair grant for low-income residents

A proposed city initiative would involve partnering with Habitat for Humanity to fund urgent home repairs for qualifying homeowners, using a portion of the city’s housing trust fund.

At the July 14 Planning & Development Committee meeting, St. Charles officials reviewed a draft proposal for a new grant program aimed at helping low-income residents cover critical home repairs — everything from roof replacements to HVAC fixes.

Here’s what to know:

  • The funding would be in grant form, not loans. The city already offers a little-used home rehab loan program, but this new effort would offer a simplified approach through grants.

  • It’s geared toward those with lower incomes. To qualify, a homeowner would need to earn less than 60% of the area median income. The program is expected to benefit seniors on fixed incomes.

  • Habitat for Humanity would be heavily involved in operations. Habitat for Humanity of Northern Fox Valley would serve as the administrator, handling contractor hiring, permitting, and project oversight.

  • The city plans to start small. The proposal calls for $85,000 to be set aside in the first year, which is about 5% of the city’s housing trust fund. There would be flexibility to adjust based on demand.

Aldermen were broadly supportive, calling it a smart use of city funds that could help residents remain in safe, livable homes. The issue will be discussed at future city meetings.
