A plan to build a 16-resident senior care facility on Route 31 in St. Charles was rejected by the Committee of the Whole, which voted unanimously on June 1 to recommend denying a special use permit for the project.

The 8-0 vote overrides a 6-2 recommendation from the Plan Commission, which had approved the project in May after two public hearings. 

Here's what to know:

  • The project: The developer proposed building a nearly 12,000-square-foot, single-story home on a 2.5-acre vacant parcel at 5N024 Route 31 (the northeast edge of the Red Gate subdivision). The facility would have housed up to 16 seniors under an Illinois "Shared Housing Establishment" license and provided personal care assistance and daily living support.

  • Reasons for rejection: Several officials said that while they support senior housing in St. Charles, they don't believe this location is appropriate. They cited concerns including the project’s commercial nature (despite being classified as residential) and its large scale being incompatible with the surrounding neighborhood. 

  • The opposition: Neighbors turned out in force across multiple meetings, and again on June 1 for the vote. Residents from Red Gate and Fieldcrest subdivisions voiced concerns about property values, stormwater and flooding, traffic on Route 31, and the developer’s experience and business model. 

This isn’t the first unsuccessful attempt to develop this property. A four-lot single-family subdivision was approved for the site in 2005 but never built. A 21-unit townhome proposal in 2024 drew opposition and was dropped. The parcel has been vacant since the original farmhouse was demolished in 2002.

The committee’s recommendation is expected to go to the City Council for final action.
