St. Charles and Geneva both to enact 1% grocery tax
Officials in both cities voted to implement the tax to replace state funding that will disappear when Illinois ends its grocery sales tax in 2026.

With Illinois set to phase out its 1% grocery sales tax at the start of 2026, City Council members in both Geneva and St. Charles voted to implement the same tax at the municipal level to avoid losing a key revenue stream that helps fund day-to-day services.
Prior to Monday’s City Council meeting, St. Charles officials said much of the grocery tax revenue comes from people who live outside St. Charles, particularly those shopping at big retailers like Costco and Whole Foods.
Similarly, Geneva officials said 60% of grocery visits are from people who live outside of the city.
The 1% tax will take effect in January, 2026.
