The St. Charles Plan Commission voted on July 21 to recommend approval of a 14-lot commercial redevelopment on the last vacant piece of the former Pheasant Run Resort, sending "The Shops at Pheasant Run" on to the next phase of committee review.
The attorney representing the applicant said the full redevelopment project will likely fall within the $70 to $100 million range.
The 33.7-acre site at the southeast corner of Main Street and Kautz Road has been vacant since the resort closed in 2020, then burned in two separate fires before the last structures came down in 2024.
Here's what to know:
Plans in place for six lots: Of the 14 lots, three have tenants lined up and three more have submitted building plans. Tenants include a relocated Chase Bank branch, a Dutch Bros Coffee location, and a Valvoline quick-service facility. The three other multi-tenant parcels are anticipating restaurant and retail uses.
Additional site details: As of now, the three tenants listed above and two yet-to-be-determined tenants are set to feature drive-throughs on site. City documents show that a car dealership is contemplated for one of the lots. The applicant’s attorney said the McGraths (who already operate nearby) are interested in bringing a dealership to the site.
Some design issues: A few commissioners expressed concerns about the project’s design, including landscaping aesthetics, flat and warehouse-like buildings, and disjointed pedestrian connectivity. City staff is expected to keep working with the developer on these items.
According to city documents, since 2020, the Pheasant Run Resort property has been sold off in parts, resulting in the McGrath Business Center PUD and the 85-acre Pheasant Run Industrial Park that now includes three constructed warehouses with one more under construction.
The recommendation now moves to the Planning & Development Committee before a final vote by City Council. This was only a Plan Commission recommendation, not a final approval.
