Plans for a new daycare at 501 Lark Street (just south of Delnor Hospital) moved forward after Geneva’s Planning & Zoning Commission reviewed the project’s site layout challenges, requested zoning variations, and traffic considerations.
The applicant intends to demolish the existing chiropractic office and replace it with a purpose-built childcare center on the corner of Keslinger Road and Randall Road.
The site is constrained by unusually large “corridor overlay” landscaping setbacks, multiple street yards, and a utility easement along the south property line. The applicant seeks three variations needed to make the project feasible while keeping traffic flow and neighborhood character in mind.

What’s being proposed: A new daycare facility with a 13,600-square-foot building, redesigned parking lot, and fenced outdoor play space on the corner of Lark Street and Keslinger Road.
Why variations are needed: Large required setbacks on three sides — plus a utility easement — leave only a small buildable area. The applicant requested reduced setbacks along Keslinger and permission to provide 45 parking spaces instead of the 50 required.
Traffic and parking: Most daycare traffic occurs during short pick-up and drop-off windows. Staff noted that 45 spaces should sufficiently serve the use and prevent overflow onto Lark Street, and the existing driveway would remain.
Fit with surrounding uses: The site is bordered by Delnor Hospital, commercial businesses, and auto-oriented uses. Staff said the daycare would be compatible with the area and consistent with the Comprehensive Plan’s commercial designation.
The project now heads to the Geneva City Council for consideration in early January, where the developer’s full proposal will receive its next review.
