Kane County officials are exploring whether to turn part of the long-vacant former jail property along Fabyan Parkway on Geneva’s east side into a community solar field.

During a recent Kane County Energy and Environmental Committee meeting, it was suggested that the plan could generate new revenue and renewable energy for residents. However, some officials said it’s too soon to commit to any one use.

Key things to know:

  • Proposals: The county received bids from three experienced solar developers to lease 11–25 acres of the former jail site for up to 35 years.

  • Potential revenue: Under the proposal, lease payments could generate an estimated $100,000–$130,000 in annual revenue — or more than $5 million over the full term.

  • Public impact: Developers offered to prioritize county facilities and residents for subscriptions, indicating that they would offer 10% lower electricity rates than standard ComEd pricing.

  • The property: The land, vacant for more than 30 years, is considered partly unbuildable due to conditions relating to the Settler’s Hill landfill, though officials suggested that a portion could still hold other redevelopment potential.

Some board members voiced frustration that the solar RFP was issued before full board approval, arguing the county should also evaluate other options such as selling the land or reserving it for future public use.

The committee ultimately agreed to pause any next steps until officials can review the proposals at an upcoming Committee of the Whole meeting.
