A new state law taking effect June 1 will prohibit Geneva from requiring off-street parking for new developments near the Metra station. City staff has proposed taking it a bit further by eliminating parking minimums across the entire downtown area.
Geneva's Planning and Zoning Commission will hold a public hearing on the proposal April 23, with City Council consideration expected May 4.
Here's what to know:
The new state law: The Illinois' People Over Parking Act, passed in late 2025, prohibits municipalities from enforcing minimum off-street parking requirements for new developments within a half-mile of a public transit hub. Geneva's Metra station qualifies, and the half-mile radius already covers a large portion of the downtown area.
Expanding the zone: Rather than draw an awkward half-mile circle through the middle of downtown, documents show that Geneva planning staff is recommending the city extend the no-parking-minimum area to include all properties in the primary downtown district, plus several recently rezoned properties along East State Street.
Developers set their own parking: Under the new rules, builders of new commercial and residential projects in the zone would not be required to provide any off-street parking. Staff expects most developers will still build parking to make their projects marketable. The change does not affect existing developments or approved site plans.
On-street rules stay in place: The city can still enforce time limits, permit requirements, and other regulations for on-street and publicly owned parking spaces within the area.
According to city documents, the change could lower construction costs and attract new investment to vacant or underutilized downtown properties. Documents also note that limited off-street parking in future projects could put pressure on public parking.
