Batavia officials show support for riverfront affordable housing project
Batavia City Council has given early approval to explore a $24 million affordable apartment project near the Fox River, which would convert a long-vacant quarry site into 72 new housing units at 400 S. River St.

Plans for what could become a 72-unit affordable housing development just east of the Fox River are coming along in Batavia.
At their May 19 meeting, City Council members voted to support continuing to explore the project, which would transform a long-vacant quarry site into new residential space overlooking Clark Island Park.
Here’s what to know:
The $24M proposal, called The Residence at River Point, would be built at 400 S. River St. and spearheaded by Fox River Affordable Housing in partnership with the Housing Authority of Elgin.
Developers are seeking $1.2M in local TIF assistance to help purchase the land and are also pursuing other financial support.
The recent vote approves a letter of intent and initial funding support, but does not guarantee the project’s final approval.
A full review process — including zoning changes — will follow, beginning with the city’s Plan Commission in the coming months.
If all goes as planned, developers hope to break ground by late 2026.
