Following a public hearing on January 21, plans for the proposed Residences at River Pointe at 400 South River Street in Batavia have continued to evolve, including several design and policy adjustments in response to Plan Commission feedback.
City staff say those changes address many of the concerns raised during discussions, setting the stage for the next round of review.
What is the project? The Residences at River Pointe is a proposed 72-unit, four-story apartment building at 400 South River Street designed as a fully income-restricted LIHTC development (mixed-income affordable housing). City staff says the proposal is consistent with Strategic Plan Goals for expanding affordable housing in the community.
Here’s what else to know:
Updated exterior design: The developer revised the building’s look to better align with Batavia’s character, shifting away from blue-and-white tones toward more muted earth colors and adding higher-quality materials.
Sustainable elements: In response to questions from officials, the applicant confirmed their intention to pursue LEED Platinum Certification for the building (the highest green building standard under the program).
Safety and buffering measures: Draft conditions now include new fencing requirements to reduce safety concerns and limiting access to sensitive areas.
Stronger oversight on affordability: City staff added a condition requiring City Council review and approval for any future changes to the number or mix of affordable units.
City staff are also recommending that Batavia request an expansion of Pace’s on-demand service area to include the site, a step that would be taken if the development ultimately receives approval.
The project will be discussed at the Plan Commission and Zoning Board of Appeals meeting on February 4.
